Obiettivi formativi

L’insegnamento di “Scienza delle Finanze” è il primo corso di contenuto economico impartito nel corso di laurea in Giurisprudenza durante il quinquennio, nonché l’unico di carattere obbligatorio.

L’insegnamento approfondisce gli aspetti più rilevanti della moderna scienza delle finanze e affronta analiticamente temi di attualità. Lo scopo è quello di fornire agli studenti gli strumenti necessari a interpretare e comprendere il significato, i problemi e le potenzialità del ruolo dello Stato nell’economia moderna.
Al termine del corso lo studente:

conoscerà e saprà comprendere gli aspetti ed i problemi fondamentali inerenti il ruolo economico dello Stato;
sulla base di tali conoscenze, sarà in grado di analizzare e discutere le principali caratteristiche di un sistema fiscale, nel suo complesso e in relazione agli specifici segmenti di cui si compone; sarà in grado di operare confronti temporali relativi al sistema fiscale di un singolo Paese e di operare confronti in un contesto internazionale;
sarà in grado, in modo autonomo, di valutare, sia pure in linee generali, gli effetti delle riforme fiscali, in particolare in campo tributario, pensionistico e federalista;
sarà quindi in grado di esporre i risultati delle sue analisi e di contribuire al dibattito sui temi di maggiore attualità relativi all’economia pubblica;
sarà in grado di affrontare in autonomia l’approfondimento dei temi oggetto del corso, nonché di quelli ad esso collegati.
sarà infine in grado di valutare anche gli effetti di norme e scelte giuridiche, siano esse di diritto privato, commerciale, tributario o costituzionale, sul benessere economico della società.
Tutti gli altri corsi di contenuto economico e quantitativo (“Economia Politica”, “Politica Economica”, “Statistica”) permetteranno di riprendere, ampliare e approfondire i concetti e le nozioni acquisite dallo studente nell’ambito del programma di “Scienza delle Finanze”. La loro frequenza, benché non obbligatoria, è tuttavia fortemente consigliata.

Learning objectives

“Public finance” is the first economic course for undergratuate students in Law, as well as the only compulsory one.

The course explores the most relevant aspects of modern public finance and analytically addresses topical issues. The aim is to provide students with the necessary tools to interpret and understand the meaning, the problems, and the potential of the role of the state in the modern economy.

At the end of the course, students:

will know and will be able to understand the fundamental aspects and problems concerning the economic role of the state;
on the basis of this knowledge, will be able to analyse and discuss the main characteristics of a tax system; will be able to compare the temporal evolution of national tax systems and make comparisons in an international context;
will be able to assess the effects of reforms, in particular for taxation, pension systems and fiscal federalism;
will be able to present the results of their analyses and contribute to the debate on the most topical issues relating to the public economy;
will be able to independently address the study of the topics covered by the course, as well as those related to it;
finally, will also be able to assess the effects of legal regulations and choices, whether of private, commercial, fiscal or constitutional law, on the economic well-being of society.
All the other economic and quantitative courses (e.g.: “Political Economy”, “Economic Policy”, “Statistics”) will allow students to resume, expand and deepen the concepts and notions acquired by during the “Public finance” course.

Attendance, although not compulsory, is nevertheless strongly recommended.
